Background
The Horizons Trust UK is a private not-for-profit entity developing the Horizons Clinic Gambia (HCG) Project in the Greater Banjul Area of the Gambia. The goal of the project is the establishment of a high quality healthcare facility to improve the Gambian healthcare system, the Horizons Clinic, which will provide quality care for those who can afford private treatment and use the revenues generated to support charitable activities, including providing maternal care to the poor and training of local healthcare professionals. It thus aims to contribute to system-wide quality and efficiency gains in the Gambian healthcare system as well as to a reduction of maternal mortality and improvement in maternal and child health in the Gambia, using a business model geared towards long-term financial self-sustainability.

Professor James N’Dow, the main initiator of the project, has been very successful in building a network of professionals and trustees to build upon for the development of the project and approached the African Development Bank (AfDB) to co-finance the HCG project. In order to assess the feasibility of the project, the AfDB commissioned the consortium AMPC and PharmAccess Consultancy to conduct a due diligence exercise. Following the satisfactory completion of this assignment Horizons asked AMPC, together with PharmAccess Consultancy, to continue to support them in the next phase: realising the project.

Goals
To act as advisors to the Board of Horizons and play an active role in assisting with the implementation of the project, culminating with the opening of the Horizons Clinic.

Approach
The AMPC and PharmAccess Consultancy consortium have taken a hands-on and all-encompassing approach to the project, and are assisting with a variety of tasks in order to achieve the opening of a functional clinic in The Gambia. These include:
  • Fulfilling outstanding requirements for AfDB and IDB loan approval;
  • Functional planning and conceptual architectural design;
  • Preliminary equipment planning;
  • Advising the board of Horizons with regards to different Operating Partner (OP) and Engineering, Procurement & Construction (EPC) Partner models;
  • Shortlisting, establishment of Terms of Reference and contract negotiations with OP, EPC and Equipment Partners;
  • Advising the board with regards to the establishment of a Horizons Project Implementation Team and construction supervision; and
  • Other tasks necessary to ensure successful implementation of the project.
